Collapsing graves

    I am relatively new to the "historic" cemetery portion of our municipal cemetery.  I have a ca 1918 grave that is collapsing.  It is doubtful the family is still around and we are a perpetual care cemetery (although the old portion was a church cemetery before it was deeded to the )city) .  

    Our public works department would like to mitigate this before more damage occurs.  Does anyone have a procedure in place on how to do this?  Is it as easy as bringing in fill dirt?

    Any advice would be greatly appreciated.
